Norwegian development policies for the post-Soviet area

In 1994, the Norwegian government published a white paper called ‘Target Programme for Eastern Europe’. Norway, the government said, should ‘contribute to a basic restructuring of post-Soviet societies by securing a democratic and sustainable development’.29 This reflected nothing less than an ambition to reorganize government and society by encouraging and advocating reforms able to foster ‘good governance’, a ‘vibrant civil society’ and a ‘marketization of the economy’.
